Imam al-Sadiq used to say the following supplication:

اللَّهُمَّ إِنِّي قَدْ قَرَأْتُ مَا قَضَيْتَ مِنْ كِتَابِكَ الَّذِي أَنْزَلْتَهُ عَلَى نَبِيِّكَ الصَّادِقِ صَلَّى اللَّهُ عَلَيْهِ وَ آلِهِ فَلَكَ الْحَمْدُ رَبَّنَا

allahumma inni qad qara’tu ma qadayta min kitabika alladhy anzaltahu `ala nabiyyIka alssadiqi salla allahu `alayhi wa alihi falaka alhamdu rabbana

O Allah I have recited that which Thou commands from Thy Book Thou revealed to Thy truthful Prophet, blessings of Allah be on him and on his children. (All) praise be to our Lord.

اللَّهُمَّ اجْعَلْنِي مِمَّنْ يُحِلُّ حَلاَلَهُ وَ يُحَرِّمُ حَرَامَهُ وَ يُؤْمِنُ بِمُحْكَمِهِ وَ مُتَشَابِهِهِ

O Allah let me be one of those who take to the lawful and keep from the unlawful, accept and show submissionto its clear as well as consimilar commands,

وَ اجْعَلْهُ لِي أُنْساً فِي قَبْرِي وَ أُنْساً فِي حَشْرِي

Allahumma aj`alny mimmn yuhillu halalahu wa yuharrimu haramahu wa yu´minu bimuhkamihi wa mutashabihihi waj`alhu li ’unsan fi qabri wa ’unsan fi hashri

let (this recitation) be my companion in my grave and at the time of Resurrection,

وَ اجْعَلْنِي مِمَّنْ تُرْقِيهِ (تُرَقِّيهِ) بِكُلِّ آيَةٍ قَرَأَهَا دَرَجَةً فِي أَعْلَى عِلِّيِّينَ آمِينَ رَبَّ الْعَالَمِينَ

waj`alny mimman turaqqihi bikulli aiyatin qara-aha darajatan fi a`la `illiyyina amina rabba al`alamina

and let me be one of those whom Thou shall raise and exalt, on account of this recitation, on the highest pedestal in the Paradise. Be it so O the Lord of the worlds.

Another Dua after reciting quran – following brief supplication that is reported by Shaykh al-Tusi from Imam `Ali Amer al-Mu’mineen (a.s):

اللّهُمّ اشْرَحْ بِالقُرْآنِ صَدْرِي،

allahumma ashrah bilqur’ani sadri

O Allah: (please) expand my breast through the Qur’an

وَاسْتَعْمِلْ بِالقُرْآنِ بَدَنِي،

wasta`mil bilqur’ani badani

And use my body for the Qur’an

وَنَوّرْ بِالقُرْآنِ بَصَرِي،

wa nawwir bilqur’ani basari

And enlighten my sight by the Qur’an

وَأَطْلِقْ بِالقُرْآنِ لِسَانِي،

wa atliq bilqur’ani lisani

And make my tongue eloquent by the Qur’an

وَأَعِنّي عَلَيْهِ مَا أَبْقَيْتَنِي

WA a`inni `alayhi ma abqaytany

And help me carry out its duty as long as You keep me alive,

فَإِنّهُ لا حَوْلَ وَلا قُوّةَ إِلاَّ بِكَ.

Fa’innahu la hawla wa la quwwata illa bika

For there is neither power nor might save with You.

Then recite this

Bismillaahir-Rahmaanir-Raheem. Allaahummaa Innee As’aluka Ikhbaatal Mukhbiteen Wa Ikhlaaswal Mooqineen Wa Muraafaqatal Abraari Wa Istihqaaq Haqaaikil Eemaani Wal Ghaneemata Min Kulli Birrin Was-Salaamata Min Kulli Ismin Wa Wujooba Rahmatik Wa Azaaima Maghfiratik Wal Fawza Bil Jannati Wa Najaatam-Minan-Naar.

بِسْمِ اللّهِ الرَّحْمنِ الرَّحِيمِ

أَللّهُمَّ بِالْحَقِّ أَنْزَلْتَهُ وَ بِالْحَقِّ نَزَلَ. أللّهُمَّ عَظِّمْ رَغَبَـتِي فِيـهِ وَاجْعَلْهُ نُوراً لِبَصَرِي وَ شِفآءً لِصَدْرِي وَ ذَهاباً لِهَمِّي وَ غَمِّي وَ حُـزْنِي.

أللّهُمَّ زَيِّنْ بِهِ لِسانِي وَ جَمِّلْ بِهِ وَجْهِي وَ قُوَّ بِهِ جَسَدِي وَ ثَقِّلْ بِهِ مِيْزانِي وَارْزُقْـنِي حَقَّ تِلاوَتِهِ عَلى طاعَتِكَ آناءَ الْلَّيْلِ وَ أَطْرافِ النَّهارِ وَاحْشُرْنِي مَعَ النَّبِيِّ مُحَمَّدٍ وَ آلِهِ الأَخْيارِ الأَبْرارِ الأَطْهارِ بِرَحْمَـتِكَ يا أَرْحَمَ راحِمِينَ.

O’ Allah! Surely You have revealed it (the Qur’an) with Truth and with the truth it descended. O’ Allah! Enhance my desire for it; and appoint it as a divine light for my eyes; & a healing for my breast; & make it (the Qur’an) that which removes my grief, sorrow and worries. O’ Allah! Through the Qur’an, beautify my tongue (that which I speak), and beautify my face, and strengthen my body, and make my scale of (good) deeds weighty, and grant me the ability to recite it as it should be recited in Your obedience – in the darkness of the night and the ends of the day, and raise me up with the Prophet, Muhammad and his family members – the chosen, glorified, the purified, by Your mercy. O’ the Most Merciful of those who are able to show mercy.

Also it is said that Imam JA`far al-Sadiq used to say the following Dua before he start reading the Quran:

اللَّهُمَّ إِنِّي أَشْهَدُ أَنَّ هَذَا كِتَابُكَ الْمُنْزَلُ مِنْ عِنْدِكَ عَلَى رَسُولِكَ مُحَمَّدِ بْنِ عَبْدِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَ آلِهِ

Allahumma inni ashhadu ann hadha kitabuka almunzalu min `indika ala rasulika muhammadi bni `abdillahi salla allahu `alayhi wa alihi

O Allah I testify that this is the Book revealed by Thee on Thy Messenger Muhammad bin Abdillah, blessings of Allah be on him and on his children;

وَ كَلاَمُكَ النَّاطِقُ عَلَى لِسَانِ نَبِيِّكَ جَعَلْتَهُ هَادِياً مِنْكَ إِلَى خَلْقِكَ وَ حَبْلاً مُتَّصِلاً فِيمَا بَيْنَكَ وَ بَيْنَ عِبَادِكَ

WA kalamuka alnnatiqu `ala lisani nabiyyika ja`altahu hadiyan minka ila khalqika wa hablan muttsilan fima baynaka wa bayna `ibadika

(These are) Thy Words, Thy Prophet gave tongue to, (whom) Thou appointed as a Guide for the people, and an uninterrupted closely connected link of protecting friendship between Thee and Thy servants.

اللَّهُمَّ إِنِّي نَشَرْتُ عَهْدَكَ وَ كِتَابَكَ اللَّهُمَّ فَاجْعَلْ نَظَرِي فِيهِ عِبَادَةً وَ قِرَاءَتِي فِيهِ فِكْراً وَ فِكْرِي فِيهِ اعْتِبَاراً

allahumma inni nashartu `ahdaka wa kitabaka allahumma faj`al nazary fihi `ibadatan wa qira‘aty fihi fikran wa fikry fihi a`tibaran

O Allah I make publicly known Thy testament and Thy Book. O Allah let me pay full attention to (this) adorable pious work; let me notice and take warning from (this) thoughtful reflection.

وَ اجْعَلْنِي مِمَّنِ اتَّعَظَ بِبَيَانِ مَوَاعِظِكَ فِيهِ وَ اجْتَنَبَ مَعَاصِيَكَ

waj`alny mimmn att`aza bibayani mawa`izika fihi wajtanaba ma`asiyaka

let me be one of them who exhort themselves from Thy plain warnings and preaching found in this Book, and keep from that which Thou has made unlawful.

وَ لاَ تَطْبَعْ عِنْدَ قِرَاءَتِي عَلَى سَمْعِي وَ لاَ تَجْعَلْ عَلَى بَصَرِي غِشَاوَةً

wa la tatba` `inda qira‘aty `ala sam`i wa la taj`al `ala basary ghishawatan

Do not seal my hearing and do not cover my eyes when I recite (it).

وَ لاَ تَجْعَلْ قِرَاءَتِي قِرَاءَةً لاَ تَدَبُّرَ فِيهَا بَلِ اجْعَلْنِي أَتَدَبَّرُ آيَاتِهِ وَ أَحْكَامَهُ آخِذاً بِشَرَائِعِ دِينِكَ

wa la taj`al qira‘aty qira‘atan la tadabbara fiha bali aj`alny atadabbru ayatihi wa ahkamahu Learning the laws of my religion

Do not let me recite for the sake of recitation, paying no attention to its meaning, but let me contemplate over its signs and commands, to know and understand the modus operandi of Thy religion.

وَ لاَ تَجْعَلْ نَظَرِي فِيهِ غَفْلَةً وَ لاَ قِرَاءَتِي هَذَراً إِنَّكَ أَنْتَ الرَّءُوفُ الرَّحِيمُ

wa la taj`al nazary fihi ghaflatan wa la qira‘aty hadharan innaka anta alrra´ufu alrrahimu

Do not let my concentration go slack, nor my recitation be like a delirious monologue. Verily Thou art full of pity, Merciful.

Dua before reading Quran in English:

O’ Allah! Surely you have revealed it (the Qur’an) with Truth and with the truth it descended. O’ Allah! Should I make Wudu before reading the Quran?

Yes before touching the Quran you should be in the state of wudu, holding the Quran without wudu is not allowed, because you should be in the state of cleanliness.

If you memorize the quran then you can recite it from memory without making a wudu, and also if you are reading Quran from an English translation or from your smartphone.

What do you do before reading the Quran?
